Many Jews came to the Ghetto without any documents. Because papers were necessary (for receiving parcels, money orders, etc.), the community applied for the right to issue documents.


In order to gain their Identity Card, an applicant had to present the registration form, the so-called housebook, family certificates (birth certificate, marriage certificate, etc.) as well as two witnesses with identity cards to make a statement that they knew the person applying. This was the basis for the Identity Card.


Thousands of residents demanded an Identity Card issued by the Eldest of the Jews, especially when volunteering for work outside the Ghetto.


Demand, however, gradually increased nevertheless as the Bread Card was commonly required, which was just as important as the Identity Card.
